Finky the Stool calls Police Commissioner Dolan to tell him he has a hot tip and is on his way over. As he steps out onto the sidewalk a a car roars by and Finky is gunned down. Eisner tells us..."leaving only the twitching body of Finky the Stool, huddled in the gutter..."
The police headquarters is busy as we see that folks are being questioned as to why members of various mobs, who aren't normally in town, have recently arrived.
The Black Queen has invited all the mob heads to town to tell them of her new grand plan.
Beneath Wildwood Cemetery The Spirit is working on his newest invention, aa flying car.
An all call goes out reporting that the police headquarters is under attack and all units are to report back to home base.
The Spirit and ebony head out in their newly equipped car.
At the same time as they attack the police HQ forces from the newly assembled New York 'mega mob' attack the treasury building. Their goal to claim the fifty million dollars therein.
The Spirit and Ebony find that the route into town is block which gives them a chance to try out their newest car modifications.
The Spirit arrives at Police HQ and after some fisticuffs frees Commissioner Dolan.
Using his new flying car The Spirit helps Commissioner Dolan put down a riot occurring in midtown cause by the level of unrest in the city.
The Spirit then squelches the robbery attempt at the Treasury, the evil forces there being lead in person by The Black Queen. The Black Queen escapes and heads toward the harbor hoping to escape on her yacht.
Calling in help from a coastal battery who fires on and damages the Black Queen's yacht The Spirit swoops in on his flying car only to be thwarted by a grenade. Ebony and The Spirit take their damaged plane back to base leaving the Black Queen floating with the wreckage of her yacht.
