The issue opens in the present. Dragon is an officer of the law and he's duking it out with a dude with a giant blade for one hand, and the dude's lady friend.
Dragon arrests them before we get the flashback portion of the issue.
Dragon, lying naked in a field, or empty lot, or somewhere like that, surrounded in flames. He's taken in by Chicago Police Lieutenant Frank Darling who quickly learns that Dragon has no memory of his past. He can remember the past, just nothing that involves him. For example, at one point Lieutenant Darling tells his wife:
"He knows what happened on L.A. Law last week but can't tell me what he had for dinner last night."
As Lieutenant Darling is discussion the Dragon situation with his wife, he learns from the TV that's on in the room that Super Patriot has been beaten nearly to death. It's with this news that Lieutenant Darling, Frank, asks Dragon to become a member of law enforcement and help him clean up the streets.
Dragon refuses.
It's only after Dragon intervenes when a couple of super criminals (they call them super freaks in the book) is roughing up the boss at Dragon's new job (which Frank set up, because the boss is Frank's cousin), that the super freaks blow up Dragon's job, and his boss (Frank's cousin), causing Dragon to then decide he needs to do something and becomes a cop.
Back to present day, Dragon, along with two big guns and a lot of bullets, take out a great big group of kidnapping bad guys with the help of local hero, Star.
The issue ends with a group of super criminals watching on the news as Dragon is telling reporters that he's going to take the city back from all the crazy super freak crime, and one them, Hellrazor, says that this means war.
The boss, who's face we don't see, tells Hellrazor to do as he pleases.
"Hear that, boys?" Hellrazor says. "More fun!"
